Resolution No. SI-R23-007: Amendment to the Housing Improvement Program and Emergency Repair Program Authorization Act of 2022
At a duly called meeting of the Council of San Ildefonso Pueblo on the 25th day of May, 2023, the following law was adopted:
WHEREAS, the Pueblo has established the San Ildefonso Housing Authority ("SIHA") to address the housing needs of the People including providing safe and affordable housing options; and,
WHEREAS, the Pueblo has received federal housing funds, including COVID-related grant funds, to assist the Pueblo in providing housing programs and services to the People; and,
WHEREAS, the Council authorized SIHA to administer HIP and ERP funds for the program through Council Resolution No. SI-R22-018; and,
WHEREAS, the Council finds it in the best interest of the Pueblo to amend the authorization of program funds for SIHA to administer a Housing Improvement Program and a Emergency Repair Program to provide critical housing services to the People.
NOW THEREFORE BE IT RESOLVED that the Council hereby enacts the attached law entitled the "AMENDMENT TO THE HOUSING IMPROVEMENT PROGRAM AND EMERGENCY REPAIR PROGRAM AUTHORIZATION ACT OF 2022".
AMENDMENT TO THE HOUSING IMPROVEMENT PROGRAM AND EMERGENCY REPAIR PROGRAM AUTHORIZATION ACT OF 2022
Section 1.1. Short Title
This enactment shall be known as the "Amendment to the Housing Improvement Program and Emergency Repair Program Authorization Act of 2022" ("Act").
Section 1.2. Purpose
The purpose of this Act is to amend the Housing Improvement Program and Emergency Repair Program Authorization Act of 2022 to reallocate appropriated funds for the Housing Improvement Program and the Emergency Repair Program for the People.
Section 1.3. Findings
The Council hereby finds and declares that:
(a) the Pueblo has established SIHA to address the housing needs of the People including providing safe and affordable housing options; and,
(b) the Pueblo has received federal housing funds, including COVID-related grant funds, to assist the Pueblo in providing housing programs and services to the People; and,
(c) the Council authorized SIHA to administer HIP and ERP funds for the program through Council Resolution No. SI-R22-018; and,
(d) the Council finds it in the best interest of the Pueblo to amend the authorization of program funds for SIHA to administer a Housing Improvement Program and an Emergency Repair Program to provide critical housing services to the People.
Section 1.4. Authorization of Programs and Funds
(a) The Council hereby amends Section 1.4 Authorization of Program Funds, Subsection (c) to read as follows:
The Council hereby authorizes up to $500,000 of available American Rescue Plan Act funds for use by SIHA for HIP and ERP services.
CERTIFICATION
The foregoing resolution was duly voted upon by the Council on May 25, 2023, at a meeting with a vote of 9 in favor, 0 opposed, 0 abstaining and 1 absent (Governor presiding and not voting) pursuant to the authority vested in the Council by the Agreement of the Pueblo de San Ildefonso.

Resolution No. SI-R23-007 was presented to the Governor of the Pueblo de San Ildefonso on the
25th day of May, 2023, pursuant to the governing Agreement of the Pueblo de San Ildefonso ("Agreement"), GOVERNOR, Sec. 4(c), and will become effective after signature by the Governor or veto override by the Council.
