Resolution No. SI-R20-016: Tribal Member Distribution Authorization Act Amendment
At a duly called meeting of the Council of San Ildefonso Pueblo on the 13th day of August, 2020, the following Resolution was adopted:
WHEREAS, the Council finds that it is in the best interest of the Pueblo to authorize and direct immediate distribution of available funds to all members of the Pueblo to address the economic hardships caused by the COVID-19 pandemic.
NOW THEREFORE BE IT RESOLVED, that the Council hereby enacts the attached amendment to the law entitled, "TRIBAL MEMBER DISTRIBUTION AUTHORIZATION ACT."
TRIBAL MEMBER DISTRIBUTION AUTHORIZATION ACT AMENDMENT
Section 1.1. Short Title
This enactment shall be known as the "TRIBAL MEMBER DISTRIBUTION AUTHORIZATION ACT AMENDMENT ("Amendment")."
Section 1.2. Purpose
The purpose of this Amendment is to authorize and direct an immediate distribution of money to all members of the Pueblo on an equitable basis from the line item designated for such purposes in the current 2020-2021 Annual Budget.
Section 1.3. Findings
Title 19, Chapter 19, Section 19.4.1.040 of the Code is hereby amended to add the following subsections (d), (e), and (f) as follows:
(d) In 2017, the Council enacted the original Tribal Member Distribution Act to provide for an annual distribution of funds to all Members of the Tribe from discretionary funds received from various sources; and
(e) since 2017, the Pueblo has authorized and distributed discretionary funds directly to all members of the Pueblo typically at the beginning of each year; and
(f) the Council has determined that it is the best interest of the Pueblo to authorize and direct an immediate distribution of discretionary funds to all members of the Pueblo to address the immediate economic hardships caused by the COVID-19 pandemic.
Section 1.4. Amendment
Title 19, Chapter 19, Section 19.4.1.050 of the Code is hereby amended to add the following subsection (d) as follows:
(d) The Governor is hereby authorized and directed to issue an immediate distribution of funds in an equal amount to all members of the Pueblo from the line item designated for such purposes in the current 2020-2021 Annual Budget.
CERTIFICATION
The foregoing resolution was duly voted upon by the Council on August 13, 2020, at a meeting with a vote of 9 in favor, 0 opposed, 0 abstaining and 1 absent (Governor presiding and not voting) pursuant to the authority vested in the Council by the Agreement of the Pueblo de San Ildefonso.

Resolution No. SI-R20-016 was presented to the Governor of the Pueblo de San Ildefonso on the 14th day of August, 2020, pursuant to the Governing document of the Pueblo de San Ildefonso ("Agreement"), GOVERNOR, Sec. 4 (c), and will become effective after signature by the Governor or veto override by the Council.
